Joanne Marchetta

Transformational Change Consultant, Zephyr Collaboration

After 17 years with the Tahoe Regional Planning Agency, a one-of-a-kind bi-state compact partnership between California and Nevada to preserve, protect, and enhance the iconic resources of Lake Tahoe, Joanne stepped down in 2022 as its longest serving Executive Director. She joined Zephyr Collaboration, a facilitation and mediation firm, as an independent transformational change consultant to pursue other paths for her passions.  Joanne’s 40-year career has spanned environmental, land use, and transportation policy development; natural resource restoration programs; complex conflict resolution; and cross-sector shared and networked leadership for systemic change.

She began her career as an environmental attorney first in the Environment & Natural Resources Division of the US Department of Justice and later at US EPA negotiating complex settlements under the federal environmental laws. Her interests evolved and she used her last 20 years for transformational change, both at the Presidio of San Francisco as it transitioned from Army base to national park and for Lake Tahoe within TRPA’s executive management. For more than a decade, she served as network leader and co-chair of the Lake Tahoe Environmental Improvement Program, a global model for collaborative landscape-scale restoration.  She cultivated region-wide culture change from a top-down regional regulatory hierarchy to a shared adaptive leadership network to achieve environmental and socio-economic transformation for the bi-state Tahoe region. Joanne is active in the national Network for Landscape Conservation and the California Landscape Stewardship Network among other land conservation communities of practice.

Joanne graduated with a forestry degree from the University of Michigan, a law degree from the Columbus School of Law, and has lived and worked in Washington DC and San Francisco before making her home in the mountains of the west. Joanne and her partner Melodi live in Nevada’s Carson River Valley and spend leisure time at nearby Lake Tahoe. In her semi-retirement, she enjoys camping, kayaking, hiking, walking her dog, reading, practicing martial arts, and pursuing her passion for collaborative conservation and stewardship.
